JOB SUMMARY
The Program Coordinator position oversees the operations and activities of the resident councils within all the public housing developments. The incumbent will act as a liaison between the Housing Authority of Kansas City, MO (HAKC) and the residents, facilitating communication, organizing events, and managing resident participation initiatives.
ESSENTIAL FUNCTIONS:
The duties listed below illustrate the various types of work that may be performed. Undertakes and performs the following and all other work-related duties as assigned.
1. Acts as a liaison, ensuring clear and consistent communication between HAKC and the resident council. This includes relaying information about policies, programs and other relevant updates.
2. The incumbent will provide guidance and support to resident councils and their organizations, operation and engagement with the PHA.
3. The Program Coordinator will help residents understand their rights and responsibilities, encouraging active participation in decision-making processes related to their community.
4. They may help resident councils access and manage funds allocated for resident participation activities and ensure compliance with relevant to regulations, including assistance with developing budget, etc.
5. The incumbent will assist in identifying and resolving resident concerns related to housing conditions, management practices, or other issues.
6. They will organize training sessions and workshops to enhance resident knowledge and skills related to resident council operations and participation.
7. The Program Coordinator works closely with the resident council, often attending meetings and providing ongoing support.
8. They may assist in developing and implementing a Memorandum of Understanding (MOU) or partnership agreement between PHA and the resident council.
9. The Program Coordinator helps ensure that resident councils are representative of all residents and that their voices are heard in decisions affecting the community.
10. The Program Coordinator will assist with coordination of the election of residents with a third-party vendor for elections and certification of elections.
EDUCATION AND EXPERIENCE
Bachelor's degree in Business, Public Administration, Social Work or a closely related field from an accredited college or university and five (5) years of experience in Low-Income Housing, Housing Choice Voucher, Public Housing Agency or similar agencies with experience working with resident needs and concerns or an equivalent combination of education, training, and experience resulting in the ability to fulfill the essential job duties of the position.

Incumbent(s) must be able to meet the physical requirements of the classification and have mobility, balance, coordination, vision, hearing, and dexterity levels appropriate to the functions performed. Work is performed primarily in an office environment with occasional travel to meetings. The incumbent frequently uses standard office equipment including personal computers, telephone, and related equipment. Office environment. The noise level in the work environment is moderate. Work involves the normal risks or discomfort associated with an office environment and is usually in an area that is adequately cooled, heated, lighted, and ventilated.
OTHER REQUIREMENTS
Must be available for occasional overnight travel for training.
May be required to work an unusual work schedule.
Must pass employment drug screening and criminal background check.
Must work with the highest degree of confidentiality.
