JOB SUMMARY

The primary purpose of this position is direct, manage and oversee the HCVP Family Self-Sufficiency Program and the Homeownership Program. Responsible for coordinating and delivering a broad range of counseling and referral services for HCVP participants in the Family Self-Sufficiency and Homeownership Programs. Performs a variety of professional and technical tasks in the assessment of participant needs, the coordination of support service providers, and for monitoring the provisions of program services.  

 

ESSENTIAL FUNCTIONS

Essential Duties and Responsibilities

The duties listed below illustrate of the various types of work that may be performed. Undertakes and performs the following and all other work-related duties as assigned.

 

1.     Oversees and coordinates the financial literacy classes and schedule.

2.     Consults and cooperates with community systems to facilitate linkages, referrals, crisis management, advocacy and follow-up with the focus of addressing resident's needs.

3.     Works closely with the Division of Family Services-Temporary Assistance for Needy Families Department to obtain TANF verifications and with the Full Employment Council to facilitate employment and to coordinate services.

4.     Participates in quarterly Regional Program Meetings for training and networking. Coordinates the Program Coordinating Committee (PCC) to partner with community agencies that provide resources to assist FSS program participants with achieving self-sufficiency.

5.     Responds courteously to calls, written requests, and e-mails from participants, service providers, and other authorized agencies and representatives to answer questions, and provide information and assistance as appropriate.

6.     Works with Authority staff and public and private community agencies to recruit participants for the FSS program. Conducts PreHome visits with potential residents and ensures accurate completion of appropriate form(s).

7.     Conducts in-depth interviews/discussions with FSS participants to determine eligibility of applicants and/or assess and identify service needs of program participants and any impediments to progress regarding job training, education, or skills enhancement.

8.     Attends community council meetings and maintains contact with community agencies for the provision of services and assists program participants in accessing appropriate public or private community agencies to obtain specialized types of assistance.

9.     Provides, or provides for, participant counseling in life skills areas including parenting, employment, education, financial management, public assistance, nutrition, etc.  Educates participants regarding how to access resources.

10.  Establishes and maintains effective relationships with participating families to assist them in achieving program and family goals; counsels and advises FSS participants concerning the individual's action plan and resources etc.

11.  Assists FSS participants in preparing applications and forms for school grants, scholarships, etc. Works with educational/training entities to coordinate and refine FSS admission requirements and procedures for monitoring FSS participants.

12.  Locates testing facilities to help FSS participants in choosing a career field and in job placement.

13.  Performs assessments of FSS to monitor participants' progress towards meeting goals.

14.  Prepares, submits, and files regularly scheduled reports as required on program activities, accomplishments, and operational indicators in a timely and accurate manner.

15.  Maintains detailed case management files on participants files and processes files in accordance with Authority procedures and HUD regulations, including completing and securing all files on a daily basis.

16.  Accompanies and assists the Director of Resident Services in visits to residents to encourage housekeeping in accordance with established standards.

17.  Works closely with Property Managers in responding to reports of residents with a potential need for service coordination.

18.  Monitors Neighborhood Network programs and conducts appropriate activities (e.g., open lab, after-school programs, 4H, health fairs, job fairs, etc.)

19.  Assists in organizing agenda, creating informational brochures/flyers, and conducting meetings to inform interested and/or selected participants about FSS program goals and objectives.

20.  Advises FSS and Homeownership participants of the programs.

21.  Reconciles FSS information with Section 8 HCVP processing.

22.  Reviews police reports and all pertinent actions regarding program participants. Enters pertinent, organized information into Authority system and sends banned list to police and the office of the state attorney.

23.  Ensures privacy and maintains security of confidential materials pertaining to activities and participants.

24.  Holds training workshops and/or periodically scheduled refresher classes, with employees.

 

SUPERVISORY RESPONSIBILITIES

The employee receives instructions from the Director of Resident Services. Courses of action, deadlines, and priorities are established by procedure, the supervisor, or the employee, depending on the assignment.  Routine duties are initiated and completed by the employee without supervisory direction.  Instructions to the employee may be general or specific in nature.  Problems or situations not covered by instructions are usually referred to the supervisor for resolution.  The employee's finished work is closely reviewed on a regular basis for progress, accuracy, completion, and compliance with policies and procedures and the attainment of objectives. 

The employee frequently makes specific assignments to FSS Case Managers and Coordinators specifying priorities, deadlines, and objectives.  Assignments to staff will include what is to be done, deadlines, quality, quantity, and priority. The employee supervises managerial and clerical employees and monitors the work of multiple work units. Makes recommendations regarding hiring, discipline, and promotion of subordinates; authorizes leave and overtime; evaluates and rates employee performance.

Job Competencies

1.     Thorough knowledge of pertinent HUD regulations on the FSS and Homeownership programs, and thorough knowledge of Authority policies and procedures.

2.     Thorough knowledge of accepted consultation and interviewing techniques.

3.     Thorough knowledge of community agencies, facilities, businesses, and services that can be utilized to aid tenants.

4.     Knowledge of pertinent finance and banking principles and practices.  Knowledge of home purchase/ownership including mortgage/loan principles and practices.  Knowledge of real estate lending practices real estate transaction processes and housing market forces.  

5.     Ability to negotiate with lenders on client's behalf to resolve issues.

6.     Ability to read and understand federal regulations as they apply to the FSS and Homeownership Programs.

7.     Skilled in all aspects of case management, including the understanding of how to do assessments; how to use the assessments to guide work of the resident in becoming self

8.     Skilled in and understands Standard Case management recordkeeping.

9.     Demonstrates a high level of ethical conduct regarding confidentiality and practices in a culturally competent manner.

10.  Ability to work well with other team members and other partner agencies who will be providing additional services in the areas of education, life skills, homeownership, and training and employment. 

11.  Ability to communicate effectively and work closely with multidisciplinary teams, including finance department, HCV, LIPH departments, legal department, etc.

12.  Ability to provide daily supervision of FSS Case Managers and Coordinators and meet with staff regularly to discuss monthly reports; individual client cases; goals; escrows; and outcomes and barriers to goal attainment.

13.  Ability to work independently to enact positive changes, including ways to improves service delivery and supportive employment linkages.

14.  Skills in coordinating programs with community partners.

15.  Ability to understand the budget process and homeownership process, including the ability to advocate for low-income families who are seeking to purchase homes.

16.  Ability to understand federal regulations and follow the requirements of the program.

17.  Must be able to maintain punctuality and attendance as scheduled.

 

EDUCATION AND EXPERIENCE

Bachelor's degree in social work or related field with five (5) years of experience working with low-income families. Master's Degree is in social work is preferred.

 

WORK ENVIRONMENT AND PHYSICAL DEMANDS

Incumbent(s) must be able to meet the physical requirements of the classification and have mobility, balance, coordination, vision, hearing and dexterity levels appropriate to the functions performed. Work is performed primarily in an office environment with occasional travel to meetings.  The incumbent frequently uses standard office equipment including personal computers, telephone and related equipment. Office environment. The noise level in the work environment is moderate. Work involves the normal risks or discomfort associated with an office environment and is usually in an area that is adequately cooled, heated, lighted, and ventilated, but may involve visits to tenant's homes, the offices of other agencies, community centers and meeting halls.  The employee may be exposed to weather extremes and to the usual hazards associated with visits to other business facilities and tenant homes.

 

CONTACTS

The employee's contacts are primarily with coworkers, managers, tenants, federal, state, and local governmental officials and representatives, the general public, and other agencies that dispense assistance to the FSS and Homeownership programs.  The purpose of such contacts is to assist in the homeownership process and bring community services to HCVP participants, foster pride and participation, and provide various kinds of support and assistance for individual families.

Difficulty may arise when program participants cannot be reached by telephone, when they are reluctant to respond, or when previously contacted city officials no longer hold the same position. At times meeting space may be limited or unavailable when needed.

Must possess a valid driver's license.
Must be available for occasional overnight travel for training.
May be required to work an unusual work schedule.
Must pass employment drug screening and criminal background check.
Must work with the highest degree of confidentiality.
