The Housing Authority of Kansas City Missouri (HAKC) is soliciting a Request for Proposal to expand affordable housing opportunities in the City of Kansas City, Missouri.  
   
HAKC anticipates that each selected Respondent will generally provide the following services: 
Fund all pre-development expenses, reimbursable without interest, out of available proceeds at closing. 
Obtain all equity and debt, including LIHTC and bond allocation, HOME funds, Community Development Block Grant Funds and similar state, federal and private funding. 
Serve as the co-developer and manage, in coordination with HAKC, the design, engineering, permitting and construction processes. 
Provide all financial and performance guarantees. 
Share developer fee (realized and deferred), cash flow, and residual value with HAKC. 
Provide HAKC, or a HAKC affiliate, with an option and right of first refusal to acquire the development. 
A full description of the scope of services to be provided by Respondent (the "Respondent Services") is identified in Section II (Scope of Services) of the Request for Proposals #26-0413 (this "RFP").  
 
Proposal responses will be accepted electronically through December 31, 2026 no later than 3:00pm Central Time.
